The Okanagan Regional Library has an immediate opening for a permanent full-time Senior Payroll & Benefits Administrator. This position is covered under the CUPE Collective Agreement.
This position performs full cycle payroll administration, cash management, benefits administration, certain accounting and reporting functions, accounts receivable and responding to all related enquiries under the direction of the Chief Financial Officer. The work involves attention to detail, focus/concentration, and a good understanding of payroll matters.
The Okanagan Regional Library has two union agreements and an exempt employee group for a total of approximately 260 employees.
Education
Grade 12 or equivalent, a college/university certificate and completion of the Payroll Complication Practitioner (PCP) certification.
Experience
Minimum 5 years of experience in a payroll position.

Okanagan Regional Library
The Okanagan Regional Library (ORL) is the 16th largest library in Canada, with approximately 250 employees, serving over 400,000 residents within the Okanagan – Columbia Shuswap region of British Columbia, through 31 branch locations and on-line services. ORL is currently seeking a Director, Human Resources as a member of its senior management team.
The Director, Human Resources is responsible for all aspects of the function including recommending, influencing and implementing the organization’s human resource strategy. In addition to providing full-service recruitment, compensation and benefits administration, management advisory services, labour and employee relations, occupational health and safety and wellness initiatives within a multi-union environment, the Director provides counsel, development and support to the management team. The Director also oversees organizational development and training and development initiatives.
A person of integrity and self-direction, the Director will be able to relate to employees and managers at all level of the organization. Approachable, open, respectful, focused, the Director will possess strong communication, problem-solving, decision-making and organizational skills to the challenges at hand.
The successful candidate will have a relevant university degree and a minimum of five (5) years HR-related experience with increasing responsibilities. Experience in a unionized work environment is required. A CHRP designation (or in pursuit of same) is preferred.

Branch Head Librarian II

The Okanagan Regional Library (ORL) is seeking an experienced, passionate, visionary, and community-minded librarian to lead the two facilities that service growing communities in the City of West Kelowna, Regional District of the Central Okanagan, and the West Bank First Nation.
The Westbank Branch Head Librarian II is a key leadership position responsible for two locations, with a total staff of 13 people. This position is responsible for the Westbank Library, which is a centrally located traditional city library beloved by the community, and The Westside Learning Lab, an innovative library space focused on teaching and learning. The WLL includes the first Makerspace opened by the ORL, abundant flexible meeting and community space, a small collection and holds pick-ups. All leadership librarians in ORL also work collectively to provide strategic direction and assist with project work in support of the entire library system.
Okanagan Regional Library has just entered into a partnership with the City of West Kelowna to build a brand-new library within the new City Hall building being constructed over the next couple of years. The Westbank Branch Head will be a key team member in the design of the space and the services that will be delivered from this new location. ORL is seeking an individual with a keen interest in library building and service design who comes with an appetite to be involved in an exciting new build.
The successful candidate will bring with them proven experience in developing and maintaining partnerships using a community led libraries approach. The individual will be planning and organizing library branch resources and services to meet the community needs and interests. They will develop and maintain effective relationships with staff, be a team player with excellent interpersonal and communication skills, and stay current with trends, technologies, and best practices in public library services.
Qualifications include a Master’s Degree from an accredited Library School and at least three years relevant public library experience, including one year in a supervisory position.

The Human Resources Assistant reporting to the Director of Human Resources, provides administrative support and coordination for various human resources department programs and initiatives. This includes, recruitment, systems administration, employee relations, benefits and HR administration support.
The Human Resources Assistant facilitates the recruitment process by creating postings, reference checking, hiring, and preparation of new employee orientation packages. Proficiency using a complex HRIS system, Stargarden. Assists in maintaining accurate employee data records for the HRIS system, Responds to employee and management inquiries. Supports the design, implementation and ongoing delivery of Human Resource programs and initiatives in areas such as performance management, rewards and recognition, training and development and employee communication. The HR Assistant is expected to update, maintain and report on all Human Resources systems. Compiles and analyzes reports for quarterly, annual and special projects, maintain and update Human Resources internal and external websites.
Diploma in related program with emphasis on human resources, human resources information systems, business and/or finance.
Related Experience
Two (2) years’ experience working in an HR environment.
Knowledge of HR practices and Collective Agreements
Payroll experience is an asset
Experience with the HRIS system, Stargarden would be considered an asset

Okanagan Regional Library has a Temporary full-time vacancy for a Systems Analyst.
Under the general supervision of the Chief Technology Officer, and in conjunction with other Information Technology staff, the incumbent efficiently operates computer systems in a generalist capacity. This includes the computers, related equipment, and the wide-area communications network and associated systems.
This position is responsible for the efficient operation, maintenance and monitoring of the Okanagan Regional Library’s hardware, software and website. This involves providing user training and troubleshooting. Will also include responsibilities for the maintenance of the Website, Intranet, ILS (integrated Library system) system and other proprietary systems.
Duties include executing custom scripts, building SQL reports, monitoring system operation and maintaining records pertaining to these activities. The incumbent assists users to resolve hardware and software problems and will travel to the branches to complete these tasks. The incumbent also recommends changes and enhancements regarding this area of responsibility to the Chief Technology Officer. In addition, the incumbent documents and writes procedures related to work performed.
Graduation from a two-year post-secondary diploma concentrating on the fundamentals of computer systems, networks and operation plus two certifications (ie: Microsoft Certified Solutions Expert (MCSE)/Microsoft Certified Professional/Comptia A+ or Cisco Certified Network Associate (CCNA).
Three (3) years’ experience including the operation, maintenance, troubleshooting and support of computer hardware and software, troubleshooting network connectivity, and web site administration. Experience with SQL and MS PowerShell an asset.
